12:00 pm
it is friday, and thank you for joining us for the news at noon. i'm mike hydeck.
12:01 pm
looks like yet another wet day on tap. it's already raining in many places in the viewing area. erica grow is tracking the stormy weather and under yet another yellow alert. erica over to you. >> that's right mike and it's the third yellow alert in a row. we have the showers already moving through the metro. you can see them here on live doppler 9000 hd. this is a three hour loop. everything is continuing to push off to the south and east at about 25 miles per hour. zooming in first to a pocket of showers moving right into the town of leesburg at this moment into aldi along route 50. we're going to see some pretty heavy showers along 29 as well. and then in southern maryland, especially in southern portions of prince george's county where it is raining steadily right now in upper marlboro. in clinton. along 381 and route 4. down through calvert county and dunkirk where we have pretty heavy rain right now. but the heavier rain is still on the approach. and you can see that here as we widen the view and the pockets of heavier rain indicated in the yellows and oranges.
12:02 pm
even some reds popping through here. but i have the lightning tracker turned on and we don't have any lightning strikes occurring at moment. by the way this green shading over most of the state of west virginia is a flash flood watch and any intense heavy downpours in that area could produce flash flooding. we are not under the same risk because the heaviest rain tray correctory is going to take it to the south of the metro area and not affect us directly. 9 futurecast will give us a look at thunderstorms as they pop up. and we'll time out when everything improves coming up in the first alert seven day forecast. thank you erica. turning now to the corruption trial of governor bob mcdonnell in richmond. the focus today turned to the money trail. why did the former governor accept $70,000 in loans from businessman johnnie williams? peggy fox joins us live now once again from richmond. peg? >> reporter: well, bob mcdonnell and his wife's real estate company accepted two
12:03 pm
personal loans from williams. a $50,000 loan and a $20,000 loan. today, williams said on the stand that he didn't think there was anything wrong with accepting those loans. they had taken personal loans from wealthy people before. and it was perfectly legal. now mcdonnell said williams never asked him for anything except to call his elderly father and wish him a happy birthday which he did. the defense attorney henry asbil asked him if he recall -8d williams' testimony he had to give you hundreds of thousands of dollars to get you to make that call. is that true? no said mcdonnell. he also asked mcdonnell if you thought mr. williams was trying to corrupt your office, would you have taken the loan? mcdonnell answered absolutely nod. the former governor walked into the courthouse today with his daughter caitlin who may be recalled to testify at some point. >> how much -- does it give you to have your daughter here and other family members? >> i'm blessed with five --
12:04 pm
really amazing kids. you know, 33 years we've been raising them and there's a joy in my life. it's my children. >> got to be tough -- do they help you get through the day? >> absolutely. i talk to all five of them last night. and they -- they did give me a lot of strength. my children and i'm really proud that they have despite the -- hardships my wife and i are going through, they've lived their lives and continued to do very well in job and school. >> very long day yesterday. how are you -- geared up for today? >> well, i've got several more days. and my job is just to answer the questions and tell the truth. that's what i'm going to do. >> reporter: attorneys are also taking mcdonnell through all the e-mails, texts, phone calls and even handwritten notes that mcdonnell had from a conversation with williams. and a lot of that involves a plan to transfer starr scientific stocks to williams.
12:05 pm
now that plan actually never went through. it's something called a margin loan and mcdonnell said he didn't really know anything about it and placed a call to his stockbroker to found out more about it. that plan never happened. however, they did get the $50,000 loan. he said he understood it to be a 2% interest and that he would be paying it off in three years. and really, he basically said he got nothing from starr scientific and everything perfectly legal. but of course, we still have to hear the questions from the prosecution. not sure yet when that's going to happen. the defense is still at it. getting mcdonnell's side of this story out. i'm peggy fox reporting live in richmond. mike? >> do you think the jury is buying this? do you think they understand these are just legitimate loans or do you think it seems like it might be something else? >> reporter: well, it's a very very complicated case. we know that maureen mcdonnell
12:06 pm
actually bought starr scientific stock from the $50 million loan that she received from johnnie williams. now there's some testimony today about her -- mcdonnell saying she did these things on her own. he didn't know about it. he's testifying a lot of things that happened. in fact loan the loans from -- even the loans from williams, it was maureen that really started the process. who knows if the jury is buying it? i try to look over at them. they look to be intently you know listening, but you just never know. you can't predict a jury, mike? >> thank you peg, we'll see you tonight again at 5:00 on tv live from richmond. well here in the district, they are laying the groundwork to change how and where hundreds of students in the city will go to school. we're talking about the overhaul of the school boundaries next year. d.c. public schools chancellor henderson joins us live now to talk about some soft the new things that are -- soft the new things -- of the new plans that are planned for in year. the changes don't take place
12:07 pm
until next year. chancellor henderson, thank you for joining us. first your team has been making changes to improve d.c. ps across the board and plenty more are coming including some things like career academies. so for people who don't know what those are, what are they and where are they going? >> sure. the mayor was generous enough to give us over $2 million to start six national academy foundation career academies which will focus on hospitality, engineering, and i. t. and that will -- they'll prepare our high school students for careers in these industries. which are the industries where there are the most jobs in washington, d.c.. >> so another topic, the focus on test scores has been controversial topic across the nation. it's led to teachers and principals being replaced and failing schools across the country including here in d.c.. and now, some systems are changing the way they weigh teacher evaluations can test scores -- and test scores, what about d.c. ps? >> we announced about eight weeks ago that d.c. ps would
12:08 pm
pause on including test scores in our teacher and principal evaluations for the coming year because we, like a lot of other states in the country, g to a n an exam that tests common core state standards which are much more rigorous. in fact, we still believe and you know, always do, that in order to assess teachers and principals, you have to include multiple measures. including student achievement. and so test scores aren't the only thing that we use. we use classroom observation, teachers set goals with their principals around student achievement. and so we'll continue to use those things. but we believe that as we transition from an old test that is paper and pencil and bubble to a new test, that is -- happens online and that is very different than anything we've ever done before. that we want our educators to feel comfortable in the transition and we want the students to feel comfortable before we start holding them
12:09 pm
accountable for the results. >> many experts think the longer school day is going to make the difference in getting extra instruction they need. you are getting some pushback from teacher unions though, where does that stand? >> know, we're in negotiations with our teachers' union on the -- issue of extended day but we know that many of our young people need more time and in fact we've gotten better teachers, better curriculum and so our students need time with that. i'm pleased that 25 schools this year will offer an extended day program. we put our money where our mouth is to do that. in addition, we have more technology in our buildings for this year. we have about 150 a. p. courses we're offering and middle grades. we have put $17 million into enhanced middle grades in d.c. ps. a banner school year is what this is going to be. >> chancellor henderson we appreciate your time. hope you have a great school year. >> thank you. okay, there's a new reduced speed limit on route 1 near the university of maryland campus. as thousands of students head
12:10 pm
back to class this fall, it is one of several new measures being taken to prevent another tragedy there. three students were struck by cars and killed there this year. the speed limit is now 25 miles per hour. speed cameras are now operating there. 24/7. a pedestrian fence is being built between knox and hartwick roads. that's where the three pedestrians were killed. university police say they also plan to enforce the use of crosswalks there. >> we'll be issuing warnings if we see students jaywalking. and educating them that hey, we lost three students this year. we don't want to lose you. cross at the designates walk and wait until you have the right of way. >> the pedestrian fence they say will be finished next week and classes begin at university of maryland on september 2nd. and pedestrian activated traffic signals will also be installed and they should be done before october.
